C.T. Male’s Community Development Team has designed a phased funding strategy to help the Village of Fort Edward replace over 9,000 linear feet of cast iron water lines and install new fire protection hydrants and shut-off valves in six different parts of the community targeted for investment. Starting with development of a Water Line Capital Plan, C.T. Male has prepared five separate successful Community Development Block Grant (CDBG) applications for four (4) phases of neighborhood water line replacement projects and one sewer line reconstruction project implemented simultaneously, for a total of $3.4 million in federal investment in the Village’s water distribution system. In addition, C.T. Male wrote a successful CDBG Planning Grant for $48,000 to conduct an Engineering Study of the Historic Fort Neighborhood for future water line replacement activities, and we have conducted targeted Income Surveys, Preliminary Engineering Reports, and Environmental Reviews and other documentation supporting those CDBG Applications.
